Introduction

The contamination of our atmosphere is a problem that affects all countries of the world, without exception, and specially the big cities, due to the high concentration of combustion vehicles that are found in relatively small areas.
Now a days almost any country, developed or emerging, counts with some sort of plan to control and restrict their level of emissions to the atmosphere. And each and every single one of those plans considers the limitation of the emissions produced by private vehicles as one of their key points to success

Brazil is without doubt one the major emerging countries of the beginning of this century, and it is here to stay! Brazil wants to make things right this time and has developed a very ambitious development plan that will allow the country to keep growing at an incredible fast pace, but also in a way that is sustainable and ecofriendly.
The transformation of Rio has already begun and the city is getting ready to receive millions of visitors that will come to follow the greatest sporting events in the world.

The jury establishes the following evaluation criteria unanimously.

1. The development of the contest program as a key element in the generation of the proposal. The integration of the new program in the environment should provide new solutions based on their uniqueness.

2. Understand the project stcRIO as an element that integrates a complex network of metropolitan scale charging stations in the city of Rio. A mesh that exceeds the limits of the site where the energy and information flows are the protagonists.

3. Ability of the proposal to integrate with the morphology of the urban structure of Ipanema. Treatment of public space and relation between the 2 spaces surrounding: The General Osorio square and Ipanema beach. Consolidation of the north and south facades.

4. The ability to represent the project as a whole, on one only panel. Quality of the documentation to present the proposal in a clear and concise way.

The jury unanimously selected three proposals for first, second and third prize.

The energy required for the solution of the program and the integration of technology in the new buiilding, make the information and energy-flows, an essential feature of the project. The design emphasizes the integration of new technologies and the will of generate a complex urban network, where the stcRIO is the central element of the charging stations are integrated into Rio de Janeiro. The project responds to the environment in a clear and concise manner. With just a single gesture it resolves the volume, and the program.

Ability of the proposal to generate a unitary piece that responds significantly to the two major fronts of the site: The Square and the beach. Sensitivity in creating an attractive elevated inner public space that relates these two spaces whilst integrating the block’s interior courtyards.

The architecture transcends the plot of land generating connections between the square and the beach at different levels. The architecture is understood as a communication infrastructure in an intensely used area. The ground floor is empty out, generating a rich longitudinal section that clogs the plot, softening it by means courtyards and differences of section.
